Although the most extreme of the environmental movement lobbied the Reagan, Bush I, Clinton, and Bush II Administrations to force their EPA to declare C02 as a pollutant, none would do it.

And why would they not do that? Because C02 is not a pollutant.

One definite scientific fact is that CO2 is the only substrate nature utilizes to build higher forms of organic compounds: life, for example!

Another scientific fact is that photosynthetic efficiency and rates increase along with carbon dioxide concentrations.

Pollutants are defined as such because they destroy or lower the vigor of life. Every time a human or an animal exhales, C02 goes into the atmosphere. Humans as well as plants must have C02 to survive. 

So naturally, sane scientists would not (and could not) declare C02 a pollutant-much less an enemy to the entire planet, as the control freaks and the eco-maniacs have claimed.

The only way a government, and the US is the only one in the world, could possibly declare a substance that is mandatory for life to exist as a pollutant is one, it would have to be sure of its citizens' ignorance, and two, it would have to have an agenda (an ulterior reason) for doing it. And, of course, we know what that is: to control its citizens.

Nevertheless, within two months of the Obama Ad's takeover, his EPA declared C02 a pollutant, which by Congressional law gives that one bureaucracy alone (without Congress making any new law) the right to regulate C02.
